Arunachal Pradesh attained Statehood on 20th Feb’ 1987 from its earstwhile status of Union Territory.

Under sub-section (2) of section 46 of the state of Arunachal Pradesh Act-1986, a time limit of 2 years was provided to frame its own set of Rules. Instead of framing its own Rules, almost all the Central Civil Services Rules had been adapted vide State of Arunachal Pradesh Adaptation of Laws Orders (No.4), 1989 notified vide No. FIN/E/47/87 (Pt), date 16/2/1989 effective form 20th Feb’ 1987.

Amongst the Rules so adapted, the following Rules need to be specifically mentioned:-

  1. CCS (Pension) Rules – 1972
  2. CCS (EOP) Rules- 1939
  3. CCS (Commutation of Pension) Rules – 1981
  4. UTGEGIS – 1984

From the above, it is evident that CCS Pension Rule with its amendments from time to time is applicable in case of Arunachal Pradesh Govt. employees and all the pension claims are settled accordingly.

The Directorate of Audit & Pension came into existence on 12/6/2000 on being bifurcated from the parent Department of Directorate of Accounts & Treasuries vide notification No. DA/FIN/B/1/76 (Pt) Dated 28th June 1999. The following works are entrusted to the Directorate :-

  1. Finalization and Issue of Pension Payment Order and Family Pension.
  2. Finalization & authorization of Group insurance claims.
  3. Internal Audit.
  4. Verification of Service Book in respect of all Govt. employees with specific emphasis on regulation of pay from time to time.
